Representative David T. Vieira – Legislative Update:
Representative David Vieira was in attendance to update the Selectmen on recent issues pertaining to the Town of Mashpee. Of particular interest is the Act Authorizing the Establishment of the Mashpee Water and Sewer District. Representative Vieira indicated the bill is in process and it is hopeful that all necessary approvals would be obtained by January to obtain the Governor’s endorsement before May 2014. Representative Vieira explained that Town Meeting votes are now considered active for two years within a legislative session opposed to a one year term limit.

As a result of the previous one-year stipulation, an article re-authorized at the May 2013 Town Meeting to petition the current legislative session for Special Legislation to transfer a partial interest in the Mills Family Lands; 15.24 acres at Santuit Pond, open space/conservation property to the Town of Barnstable has been enacted. The Santuit Pond Preserve mostly accessible from the Town of Barnstable side is a beautiful and almost contiguous wildlife corridor protecting the watershed of Santuit Pond. The land was initially purchased with CPA funding in 2007. The Town of Barnstable is expected to contribute $150,000 in CPA funding toward the purchase of this property. It was noted that petitioning to the general court for special legislation was a requirement of the Town
of Barnstable.
Representative Vieira also indicated that he has been active in amending the MA Clerk’s Association Election Reform bill proposed to change the early voting provision to an early voting location and not a particular polling place. This action alleviates the unfunded mandate to local communities to expend funds on police detail.
With regards to Chapter 90 funding relative to local transportation aid, Representative Vieira is urging the Governor to reconsider the apportionment statewide. Currently $200 million has been earmarked, and it is hopeful that an additional $100 million would be added to Chapter 90 funding.
In the matter of South Cape Beach as it relates to Wills Work Road; the 10-acre site, project engineers are working on the re-design, and it is hopeful a contractor would be employed to grade the road area for beach access.
Representative Vieira has also been working on the permitting aspect of the drug incineration program. Currently permitting is required, and is hopeful that regulatory standards would be revised. This matter is now under review with the Department of Environmental Protection (DEP).
To reduce costs, the purchase of road salt is being considered on a regional basis.
A new production entitled On the Road with David Vieira is underway. Representative Vieira will be featured on the television program to be produced in the Town of Falmouth. Mashpee and other local communities including the Boston commission will be featured on a monthly basis.

The Board of Selectmen opened the Public Hearing on the renewal of all annual liquor licenses in the Town of Mashpee. The Hearing notice was read aloud into the record for informational purposes.
It was agreed the Board of Selectmen would hold all Entertainment License approvals to the next meeting. It was also determined the Windchime Condominium Association would be notified of said meeting.
Motion made by Selectman Taylor to hold the renewal of all Entertainment Licenses to the next Selectmen’s Meeting on December 16, 2013.

NEW BUSINESS:
Recommendation for Speed Limit Enforcement – Little Neck Bay Association:
Correspondence was received from Rodney Collins, Chief of Police dated November 20, 2013 indicating the Little Neck Bay Association has requested to change their speed limit on all roads within control of Little Neck Bay to 20 mph.
Chief Collins has conducted an on-site review, and recommended the Board of Selectmen approve the speed limit deemed enforceable by the police department.
Motion made by Selectman Taylor to set the speed limit of Little Neck Bay to 20 mph with the condition that legal signage for enforcement be posted.

Acceptance of Bid Recommendation – 29-Passenger Bus:
In reviewing bids for the purchase of a new 29 passenger bus, Gus Frederick the Recreation Director has recommended that New England Transit, the low bidder be awarded the contract in the amount of $47,944.
The purchase of the 29-Passenger Bus is a recommendation of the Capital Improvement Program (CIP) Committee. The allotment approved by a vote of Town Meeting was $45,000. The $2,944 overage would be assumed in the Revolving Fund budget of the Recreation Department.
It was noted the chassis is a 2014 model, and the body is a 2015 model. There were no 2013 models available for purchase.
Motion made by Selectman Richardson to award a contract with New England Transit Sales, Inc. for the purchase of a 29-Passenger Bus as referenced.

Acceptance of Bid Extension – Annual Bid for Trash & Recycling:
Correspondence was received from the DPW Director dated November 25, 2013 recommending that a contract be awarded to Allied Waste for trash and recycling services at the Town buildings and properties. The bid is the second year of a two-year bid, and represents a 2% increase from CY13. The items will be re-bid in CY15.
Motion made by Selectman Sherman to award the contract for Trash & Recycling Services at Town buildings and properties to Allied Waste for Calendar Year 2014 as recommended.

The Board of Selectmen received notice of the vacancy in the Mashpee Public Library effective December 22, 2013. A Position Vacancy Request was presented to the Board for approval of the job title Circulation Assistant; 19 hours per week.

Request to Attend National Fire Academy – Tom Rullo:
Correspondence was received from Tom Rullo, Acting Fire Chief dated November 24, 2013 requesting permission to attend the National Fire Academy program for two weeks from January 27, 2014 to February 7, 2014.
The request was withdrawn.
LIAISON REPORTS:
Special Events: The annual Christmas parade is scheduled to begin at 5:30 p.m. this Saturday starting at the Mashpee Library traversing through Mashpee Commons to South Cape Village.
ADA Committee: Selectman Sherman met with Bob Woolridge and Chief Collins to discuss the misuse of handicap areas including handicap parking spaces.
Mashpee Cares: The Mashpee Cares group is continuing to grow, and it is making advances in preventative programs focusing on drugs in school, and the integration of the gun return program with Chief Collins and the Mashpee Police Department.

LIAISON REPORTS: (continued)
EOC: The Environmental Oversight Committee has been conducting a thorough review of the impacts of lawn fertilizer and will be bringing forth a recommendation to the Board of Selectmen this spring.
PTO Toy Drive: Unwrapped toys are being collected at Town Hall to gather gifts for the annual PTO Toy Drive. Last year 30 families received donations.
Giving Tree Event: The Giving Tree Event is scheduled to be held on December 5th. Information regarding this event can be found on the Town’s website.
Christmas Display at the Rotary: The Board of Selectmen expressed appreciation to the Mashpee Community Concert Committee for the spectacular holiday lighting display at the Mashpee Rotary.
Thanksgiving Dinners: Seventy Thanksgiving meals were delivered this year. The annual event was sponsored by the Mashpee Chamber of Commerce in partnership with the Rockland Trust bank.
Board of Selectmen/Town Manager Workshop: It was agreed the Board of Selectmen and Town Manager would conduct a workshop session to review goals and objectives for the upcoming year.

Public Hearing – 2014 Tax Rate Classification Hearing:
The Board of Selectmen opened the Public Hearing on whether the Town of Mashpee should implement the Classification Act. The Hearing notice was read aloud into the record.
Jason Streebel, the Director of Assessing was in attendance for discussion purposes. It was disclosed the Department of Revenue (DOR) has not formally approved Mashpee’s new growth for the Board of Selectmen’s decision at this hearing. It was recommended the Board defer the matter to the next Selectmen’s Meeting on Monday, December 16, 2013.
In discussing the matter briefly, Mr. Streebel indicated it is anticipated the share of taxes for each classification of property would most likely remain the same.

Ruth Kowl – Library Management Study:
At the request of the Finance Committee, a Library Management Study to anticipate future needs was conducted by Ruth Kowl and funded by the Friends of the Mashpee Public Library.
Ruth Kowl, a former Reference Librarian for the Falmouth Public Library, the former Director of the Plymouth Public Library and previous Director of Administration and Finance for the Boston Public Library prepared the study giving an independent opinion of the Mashpee Library and its needs.
Ms. Kowl began discussions by complimenting the Library Board of Trustees and Board of Selectmen for their contributions to the Mashpee Library over the years.
From a minimalistic standpoint Ms. Kowl discussed three challenges that are very similar to most libraries. This includes staffing, building challenges and collection. Approximately 2/3rd’s of the library budget is comprised of staffing. Ms. Kowl recommended the town implement a three-year plan to incorporate additional staffing on a gradual basis. The need for full-time staff persons was noted to be preferred over part-time resources.

Ms. Kowl indicated the design of the Mashpee Library requires an increased staff to oversee the departments. In particular for the site-line in the children’s room, and on the second floor where two staff members are recommended to oversee this area. Ms. Kowl stated that although the space tight, a modular office should be considered on the second floor of the library building for the additional staff person.
Collections are deemed a challenge for every library. Ms. Kowl noted that libraries should be robust enough and current to meet their demand. The Mashpee Library was reported to have some outdated collections which require replacement and clean-out. A modest increase is recommended to replace heavily used titles to maintain the overall base collection.
The library is open to all, and the resources are an attractive feature to year round residents and others who come to visit Mashpee. With the study, Ms. Kowl indicated that it is hopeful the town would continue to move forward in the right direction.
With regards to the children’s room Ms. Kowl indicated that currently one children’s librarian is responsible for the children’s room located on the first floor and this staff member is also responsible for the teen department on the second floor. An additional full-time person to serve as a back-up is recommended highly for continuity of library operations. Ms. Kowl explained that it is far better to have two people who know how to perform certain tasks than one. It was noted the current staff is spread too thin with little flexibility and lacking depth.
In response to this comment, a Selectman member indicated that all Town Departments are stretched as well.
In response to the study, the Town Manager’s commented on this matter. With regards to the study, it was noted the Human Resource Department was not consulted on employment issues, and the job description used in the study was developed approximately ten years ago. It was noted that in present practice, a job description is upgraded each time a position is vacated. The new job descriptions are very current and should have been incorporated into the study.
Also, at the May Town Meeting, the Town supported the creation of two 19.5 hour part-time Cataloger positions and two part-time 19.5 hour Circulation Assistant positions at the Mashpee Public Library effective July 1, 2013. It was unclear if the latest staffing positions were included in the data compiled by Ms. Kowl.

Additional comments made by the municipal managers included the cost projections reflecting far more than a minimalistic approach. In addition, the Town utilizes its Information Technology Department as an important resource to purchase and upgrade technology. In concern, it was stated the Human Resources Department, the IT Director and Town Manager’s Office should have been consulted with respect to this regard.
In reviewing the Library Management Study it was agreed it is a good starting point to begin the dialogue for future needs, and it is a well done product for Mashpee and its library services.
